BAGHDAD - Parliament has convened the first meeting of a special committee designed to reach a compromise on long-delayed oil legislation ? a glimmer of potential progress amidst one of Iraq's worst political crises since 2003.

The committee's goal is to "come up with unified recommendations or a majority agreement for the purpose of proceeding with legislation," according to an Aug. 6 order from Speaker of Parliament Usama Nujaifi, a member of the Iraqiya political bloc.

Football team adjusts to crowd noise during practice

On Thursday, the TCU football team went through its last full practice before Saturday's?walk-through, when head coach Gary Patterson and his staff will attempt to simulate as close to a game day experience as possible, from riding the bus to playing in the stadium, in an effort to prepare the team for what Saturdays will be like this fall.

But the team got an early taste of that atmosphere on Thursday as the staff added a new element to practice: crowd noise.

?We blared the speakers," Patterson said. "You had to use hand signals. They had to go silent count. We had to communicate, and both sides of the ball did really well with it."

TCU is starting sixteen underclassmen, and Patterson said knowing what to expect and being in the proper mindset will be key for those players to execute on Saturdays.

?Right now, for us, I think every ball game, with as young a football team as we are, we?ve got to go into it thinking we?re a 50-50, not a favorite,? Patterson said. ?As long as in ball games I?ve got a 50-50 chance to win, then that?s all you can ask for.?

When asked if he had any idea how this season is going to go, Patterson laughed.

?No,? he said.

However, he is more confident about one thing this season than last year.

Shannon brings head coaching experience to assistant job

Another new face for the Horned Frogs is Randy Shannon, the new linebackers coach. Shannon was the head coach at Miami before coming to TCU, and offers some helpful perspective for the coaching staff.

?He understands what it means to sit where I sit and understand what I do and do all those things,? Patterson said. ?And that?s invaluable.?

Patterson: ''I don't know who Kanye is."

Crowd noise wasn't the only thing blasting over the speakers during practice.

?You come out to early practice, you hear [the players?] music," Patterson said. "I don?t particularly like their music, but they like it.?

Patterson was asked about the players? music and whether or not he liked any of the songs or artists, like Usher or Kanye West.

?I don?t know who Kanye is," he said.

My Latest Purchase From SHOP.CA

Now that SHOP.CA has finally launched (wasn?t the wait agonzing, talk about a tease!) what are you shopping for?

Now that I have 2 kids to get ready and out the door in the mornings (with a third on my hip!) I need to make our mornings as streamlined as possible.? We have a large front entry way in our house but a very small closet.? Artists turn old prosthetic limbs into artworks

LONDON (AP) ? Prosthetics can change the life of an amputee. But when an old limb no longer fits or just gets worn out, it can be hard to part ways with an item that offered the liberating chance to jump, dance or simply walk.

Priscilla Sutton has a solution: turn these "pre-loved" limbs into artwork. The Australian curator came up with "Spare Parts London," an exhibition of altered prosthetics that has opened in time for the Paralympics, which start Wednesday.

"I was cleaning my home and I found two old legs in my cupboard," said Sutton, a below-the-knee amputee. "I thought it was a bit crazy to keep hoarding my legs."

The exhibition, which includes works by artists from Britain, Australia, the United States and Japan, comes as people are paying new attention to the devices.

Public awareness of prosthetics has been heightened by the popularity of double amputee Olympic sprinter Oscar Pistorius, the South African known as the "Blade Runner." The exhibition will showcase the "Cheetah" ? the carbon fiber running leg Pistorius uses that has a flex foot designed to replicate the hind leg of the fastest animal on land.

The show also displays arms and legs hanging from the ceiling and others in glass cabinets. A creation by British artist Rachel Ball features a little girl's leg covered in colorful crochet and painted with henna on the foot.

"It reflects the original owner's personality," Sutton said.

Since coming up with the idea, 33-year-old Sutton has collected prosthetics donated by amputees, their families or health services around the world.

"I got a box of arms from the NHS (Britain's National Health Service)," she said.

Owners change their prosthetics for a variety of reasons, including wear and weight fluctuations. For kids, the stump changes as they grow. For adults, muscles sometimes waste away.

While many keep their limbs for sentimental reasons ? parents might keep the first leg of their children, for example ? many limbs also end up on the scrap heap.

Sutton hopes the art show will lead to an open conversation about prosthetics, but others argue there are better uses for them.

"It seems an odd way to showcase it," said Penny Broomhead, a physiotherapist specializing in rehabilitation for amputees. "I would rather people look at it in a more practical point of view."

Broomhead thinks a better use for old prosthetic limbs would be to send them to developing countries, where their components could potentially provide prosthetics to those who can't afford them.

"Spare Parts London" marks the second time Sutton has used legs and arms as artwork, after a 2010 show on the same theme in Brisbane, Australia.

Sutton said the earlier exhibition made people ask questions they never dared to ask before, such as whether she sleeps with her leg. (The answer is no).

Sutton was born without a fibula in her right leg and the doctors wanted to amputate. Her family left it up to her.

"In my twenties, I took the decision to chop it off because it was getting worse and worse," she said. "It was the best decision of my life and I never looked back."

After her operation, Sutton had her leg cremated.

"It was a good form of closure," she said.

She has two "spare parts:" An "everyday" leg covered with a design by American pop surrealist artist Marc Ryden and a sports leg that displays a traditional Japanese print with gold flowers and cherries.

The curator said the exhibition was a therapeutic experience to produce.

"I think it's a wonderful way to celebrate and share my love of prosthetics," she said.

The NASA rover Curiosity beamed to Earth his new song "Reach for the Stars" on Tuesday in the first music broadcast from another planet, to the delight of students who gathered at the Jet Propulsion Laboratory to listen.

The song had been uploaded to the rover, which landed near the equator of Mars, and played back ? a journey of some 700 million miles.

The musician, who promotes science and mathematics education, was among more than a dozen celebrities who were invited to JPL to watch Curiosity's landing earlier this month. Others included Wil Wheaton, Seth Green and Morgan Freeman.

In 2008, NASA beamed the Beatles' "Across the Universe" into the cosmos to commemorate the 40th anniversary of the song.

1st trial to begin in alleged rapes of Texas girl

(AP) ? The case shocked and divided the small Southeast Texas town where authorities allege an 11-year-old girl was repeatedly sexually assaulted over a period of months in 2010 by a group of 20 males.

Now the first trial stemming from the case is set to be heard by a jury.

Opening statements in the trial of Eric McGowen were scheduled for Wednesday in Liberty.

McGowen is among 14 adults charged in the case. He faces up to life in prison if convicted of aggravated sexual assault of a child.

Prosecutors and McGowen's defense attorney have declined to comment because of a gag order in the case.

Authorities say the girl was assaulted at least five times between mid-September and early December 2010 by males ranging in age from a middle school student to a 28-year-old. The alleged rapes took place in Cleveland, located about 45 miles northeast of Houston. Prosecutors say McGowen, 20, assaulted the girl in October 2010. The trial is being held in the nearby county seat of Liberty.

The investigation began in December 2010, after one of the girl's friends told a teacher he had seen a lurid cellphone video that showed the girl being raped in an abandoned trailer.

Those charged included two top athletes at the local high school and adults with criminal records.

The case brought unflattering attention to Cleveland, a town of 9,000 people, after some residents suggested the girl was in part responsible for what happened, saying she wore makeup, looked older and wasn't properly supervised by her parents. Other community residents, as well as groups from outside of town, sharply criticized those suggestions.

The case also has been complicated by a belief among many in the predominantly black neighborhood where several of the suspects live that the arrests were racially motivated. All of the suspects are black, while the girl is Hispanic.

Two other adults have previously pleaded guilty, with one receiving a 15-year prison term and the other awaiting sentencing. Six juveniles who were charged also have previously pleaded guilty. They received 7-year prison terms, but their sentences were suspended and they were put on probation for that amount of time.

Most of the adult defendants in the case face charges of aggravated sexual assault of a child, while four face a charge of continuous sexual abuse of a child.

IBM buying Kenexa for approximately $1.26 billion

ARMONK, N.Y. (AP) ? IBM is buying human resources software company Kenexa Corp. for about $1.26 billion, adding to its stable of cloud-based software.

The Monday announcement sent Kenexa's stock to the highest point since it began trading in mid-2005.

Kenexa's HR software is designed to help companies recruit workers and manage employees. The Wayne, Pa., company says it has more than 8,900 customers. IBM said that it plans to continue to support Kenexa's clients while also giving them access to IBM's offerings.

The acquisition helps make the Armonk, N.Y., company more competitive with database maker Oracle Corp. and German business software maker SAP AG, said Rick Sherlund of Nomura Equity Research. Oracle and SAP have both recently been buying "cloud computing" companies. Such technology allows businesses to run software remotely rather than installing software in-house.

IBM Corp. said that it will pay $46 per Kenexa share, a 42 percent premium to the company's Friday closing price of $32.39. Kenexa has about 27.4 million outstanding shares, according to FactSet.

Kenexa stock jumped $13.45, or 41.5 percent, to $45.83 in midday trading Monday. Earlier in the session the stock reached $45.93, its highest point since the employee management software maker started trading in June 2005. Shares had gained 21 percent this year.

IBM stock slipped $1.15 to $196.62.

Kenexa's board unanimously approved the deal, which is expected to close in the fourth quarter. It still needs approval from the company's shareholders and regulators.

Specifically, we've just received information concerning how much The Shack intends to charge on a monthly basis, and it's just about what you'd expect: you can choose between featurephone and smartphone options, with the former hooking you up with unlimited messaging and your choice of 300 minutes for $25 or 1,000 minutes for $35. As for the smartphone plans, you'll get unlimited voice, messaging and Muve Music downloads on both selections; the $50 option will get you one gigabyte of 3G data (before throttling ensues), while $60 bestows you with 2.5GB data and mobile hotspot use, Visual Voicemail access, unlimited international text and all-you-can-eat directory assistance.

As a comparison, Cricket's $35 featurephone plan will give you unlimited voice and SMS, compared to 1,000 minutes and unlimited SMS / MMS / 1X data on The Shack. 10 Afghan soldiers killed in checkpoint attack

KANDAHAR, Afghanistan (AP) ? The Afghan government says 10 Afghan soldiers have been killed in an attack on a checkpoint in the south and five have either been kidnapped or joined their assailants.

Helmand provincial government spokesman Daoud Ahmadi says insurgents attacked the checkpoint in Washir district Sunday evening. He says another four soldiers were wounded.

Ahmadi did not provide details of the attack. He said Monday that the five missing soldiers left with their assailants but it was unclear if they were kidnapped or went voluntarily.

Neil Armstrong, 1st man on the moon, dies at 82

CINCINNATI (AP) ? Neil Armstrong was a soft-spoken engineer who became a global hero when as a steely-nerved pilot he made "one giant leap for mankind" with a small step onto the moon. The modest man, who had people on Earth entranced and awed from almost a quarter-million miles away, but credited others for the feat, died Saturday. He was 82.

Armstrong died following complications resulting from cardiovascular procedures, his family said in a statement. It didn't say where he died; he had lived in suburban Cincinnati.

Armstrong commanded the Apollo 11 spacecraft that landed on the moon July 20, 1969, capping the most daring of the 20th century's scientific expeditions. His first words after becoming the first person to set foot on the surface are etched in history books and the memories of those who heard them in a live broadcast.

"That's one small step for man, one giant leap for mankind," Armstrong said.

(Armstrong insisted later that he had said "a'' before man, but said he too couldn't hear it in the version that went to the world.)

In those first few moments on the moon, during the climax of a heated space race with the then-Soviet Union, Armstrong stopped in what he called "a tender moment" and left a patch to commemorate NASA astronauts and Soviet cosmonauts who had died in action.

"It was special and memorable but it was only instantaneous because there was work to do," Armstrong told an Australian television interviewer this year.

Armstrong and Buzz Aldrin spent nearly three hours walking on the lunar surface, collecting samples, conducting experiments and taking photographs.

"The sights were simply magnificent, beyond any visual experience that I had ever been exposed to," Armstrong once said.

The moonwalk marked America's victory in the Cold War space race that began Oct. 4, 1957, with the launch of the Soviet Union's Sputnik 1, a 184-pound satellite that sent shock waves around the world.

Although he had been a Navy fighter pilot, a test pilot for NASA's forerunner and an astronaut, Armstrong never allowed himself to be caught up in the celebrity and glamour of the space program.

"I am, and ever will be, a white socks, pocket protector, nerdy engineer," he said in February 2000 in one of his rare public appearances. "And I take a substantial amount of pride in the accomplishments of my profession."

A man who kept away from cameras, Armstrong went public in 2010 with his concerns about President Barack Obama's space policy that shifted attention away from a return to the moon and emphasized private companies developing spaceships. He testified before Congress and in an email to The Associated Press, Armstrong said he had "substantial reservations," and along with more than two dozen Apollo-era veterans, he signed a letter calling the plan a "misguided proposal that forces NASA out of human space operations for the foreseeable future."

NASA chief Charles Bolden recalled Armstrong's grace and humility in a statement Saturday.

"As long as there are history books, Neil Armstrong will be included in them, remembered for taking humankind's first small step on a world beyond our own," Bolden said.

Armstrong's modesty and self-effacing manner never faded.

When he appeared in Dayton in 2003 to help celebrate the 100th anniversary of powered flight, he bounded onto a stage before 10,000 people packed into a baseball stadium. But he spoke for only a few seconds, did not mention the moon, and quickly ducked out of the spotlight.

He later joined former astronaut and Sen. John Glenn to lay wreaths on the graves of Wilbur and Orville Wright. Glenn introduced Armstrong and noted it was 34 years to the day that Armstrong had walked on the moon.

"Thank you, John. Thirty-four years?" Armstrong quipped, as if he hadn't given it a thought.

At another joint appearance, the two embraced and Glenn commented: "To this day, he's the one person on Earth, I'm truly, truly envious of."

Armstrong's moonwalk capped a series of accomplishments that included piloting the X-15 rocket plane and making the first space docking during the Gemini 8 mission, which included a successful emergency splashdown.

In the years afterward, Armstrong retreated to the quiet of the classroom and his southwest Ohio farm. Aldrin said in his book "Men from Earth" that Armstrong was one of the quietest, most private men he had ever met.

In the Australian interview, Armstrong acknowledged that "now and then I miss the excitement about being in the cockpit of an airplane and doing new things."

At the time of the flight's 40th anniversary, Armstrong again was low-key, telling a gathering that the space race was "the ultimate peaceful competition: USA versus U.S.S.R. It did allow both sides to take the high road with the objectives of science and learning and exploration."

Glenn, who went through jungle training in Panama with Armstrong as part of the astronaut program, described him as "exceptionally brilliant" with technical matters but "rather retiring, doesn't like to be thrust into the limelight much."

Derek Elliott, curator of the Smithsonian Institution's U.S. Air and Space Museum from 1982 to 1992, said the moonwalk probably marked the high point of space exploration.

The manned lunar landing was a boon to the prestige of the United States, which had been locked in a space race with the former Soviet Union, and re-established U.S. pre-eminence in science and technology, Elliott said.

"The fact that we were able to see it and be a part of it means that we are in our own way witnesses to history," he said.

The 1969 landing met an audacious deadline that President Kennedy had set in May 1961, shortly after Alan Shepard became the first American in space with a 15-minute suborbital flight. (Soviet cosmonaut Yuri A. Gagarin had orbited the Earth and beaten the U.S. into space the previous month.)

"I believe this nation should commit itself to achieving the goal, before the decade is out, of landing a man on the moon and returning him safely to Earth," Kennedy had said. "No single space project in this period will be more impressive to mankind, or more important to the long-range exploration of space; and none will be so difficult or expensive to accomplish."

The end-of-decade goal was met with more than five months to spare. "Houston: Tranquility Base here," Armstrong radioed after the spacecraft settled onto the moon. "The Eagle has landed."

"Roger, Tranquility," Apollo astronaut Charles Duke radioed back from Mission Control. "We copy you on the ground. You've got a bunch of guys about to turn blue. We're breathing again. Thanks a lot."

The third astronaut on the mission, Michael Collins, circled the moon in the mother ship Columbia 60 miles overhead while Armstrong and Aldrin went to the moon's surface.

Collins told NASA on Saturday that he will miss Armstrong terribly, spokesman Bob Jacobs tweeted.

In all, 12 American astronauts walked on the moon between 1969 and the last moon mission in 1972.

For Americans, reaching the moon provided uplift and respite from the Vietnam War, from strife in the Middle East, from the startling news just a few days earlier that a young woman had drowned in a car driven off a wooden bridge on Chappaquiddick Island by Sen. Edward Kennedy. The landing occurred as organizers were gearing up for Woodstock, the legendary three-day rock festival on a farm in the Catskills of New York.

Armstrong was born Aug. 5, 1930, on a farm near Wapakoneta in western Ohio. He took his first airplane ride at age 6 and developed a fascination with aviation that prompted him to build model airplanes and conduct experiments in a homemade wind tunnel.

As a boy, he worked at a pharmacy and took flying lessons. He was licensed to fly at 16, before he got his driver's license.

Armstrong enrolled in Purdue University to study aeronautical engineering but was called to duty with the U.S. Navy in 1949 and flew 78 combat missions in Korea.

After the war, Armstrong finished his degree from Purdue and later earned a master's degree in aerospace engineering from the University of Southern California. He became a test pilot with what evolved into the National Aeronautics and Space Administration, flying more than 200 kinds of aircraft from gliders to jets.

Armstrong was accepted into NASA's second astronaut class in 1962 ? the first, including Glenn, was chosen in 1959 ? and commanded the Gemini 8 mission in 1966. After the first space docking, he brought the capsule back in an emergency landing in the Pacific Ocean when a wildly firing thruster kicked it out of orbit.

Armstrong was backup commander for the historic Apollo 8 mission at Christmastime in 1968. In that flight, Commander Frank Borman, and Jim Lovell and Bill Anders circled the moon 10 times, and paving the way for the lunar landing seven months later.

Aldrin said he and Armstrong were not prone to free exchanges of sentiment.

"But there was that moment on the moon, a brief moment, in which we sort of looked at each other and slapped each other on the shoulder ... and said, 'We made it. Good show,' or something like that," Aldrin said.

An estimated 600 million people ? a fifth of the world's population ? watched and listened to the landing, the largest audience for any single event in history.

Parents huddled with their children in front of the family television, mesmerized by what they were witnessing. Farmers abandoned their nightly milking duties, and motorists pulled off the highway and checked into motels just to see the moonwalk.

Television-less campers in California ran to their cars to catch the word on the radio. Boy Scouts at a camp in Michigan watched on a generator-powered television supplied by a parent.

Afterward, people walked out of their homes and gazed at the moon, in awe of what they had just seen. Others peeked through telescopes in hopes of spotting the astronauts.

In Wapakoneta, media and souvenir frenzy was swirling around the home of Armstrong's parents.

"You couldn't see the house for the news media," recalled John Zwez, former manager of the Neil Armstrong Air and Space Museum. "People were pulling grass out of their front yard."

Armstrong, Aldrin and Collins were given ticker tape parades in New York, Chicago and Los Angeles and later made a 22-nation world tour. A homecoming in Wapakoneta drew 50,000 people to the city of 9,000.

In 1970, Armstrong was appointed deputy associate administrator for aeronautics at NASA but left the following year to teach aerospace engineering at the University of Cincinnati.

He remained there until 1979 and during that time bought a 310-acre farm near Lebanon, where he raised cattle and corn. He stayed out of public view, accepting few requests for interviews or speeches.

"He didn't give interviews, but he wasn't a strange person or hard to talk to," said Ron Huston, a colleague at the University of Cincinnati. "He just didn't like being a novelty."

Those who knew him said he enjoyed golfing with friends, was active in the local YMCA and frequently ate lunch at the same restaurant in Lebanon.

In 2000, when he agreed to announce the top 20 engineering achievements of the 20th century as voted by the National Academy of Engineering, Armstrong said there was one disappointment relating to his moonwalk.

"I can honestly say ? and it's a big surprise to me ? that I have never had a dream about being on the moon," he said.

From 1982 to 1992, Armstrong was chairman of Charlottesville, Va.-based Computing Technologies for Aviation Inc., a company that supplies computer information management systems for business aircraft.

He then became chairman of AIL Systems Inc., an electronic systems company in Deer Park, N.Y.

Armstrong married Carol Knight in 1999, and the couple lived in Indian Hill, a Cincinnati suburb. He had two adult sons from a previous marriage.

It's the second death in a month of one of NASA's most visible, history-making astronauts. Sally Ride, the first American woman in space, died of pancreatic cancer on July 23 at age 61.

One of NASA's closest astronaut friends was fellow Ohioan, Mercury astronaut John Glenn, the first American to orbit the Earth.

Just prior to the 50th anniversary of Glenn's orbital flight this past February, Armstrong offered high praise to the elder astronaut and said that Glenn had told him many times how he wished he, too, had flown to the moon on Apollo 11. Glenn said it was his only regret.

Noted Armstrong in an email: "I am hoping I will be 'in his shoes' and have as much success in longevity as he has demonstrated." Glenn is 91.

At the Griffith Observatory in Los Angeles on Saturday, visitors held a minute of silence for Armstrong. His family's statement made a simple request for anyone else who wanted to remember him:

"Honor his example of service, accomplishment and modesty, and the next time you walk outside on a clear night and see the moon smiling down at you, think of Neil Armstrong and give him a wink."

Crown molding can add a little something extra to the room and make it look more finished and elegant. If your ceilings are quite low, this may not be a good option however.

Update your kitchen cabinets. If you are on a tight budget, a simple way to update your kitchen cabinets and drawers is by replacing the hardware. Knobs and pulls are available in a style to suit every one?s taste, from contemporary to vintage to traditional. When you replace the hardware, don?t forget to clean your cabinets thoroughly. You will be surprised how many people think that you have actually replaced your cabinets!

Just because you bought a book on your home improvement or saw a show that highlighted how to do it doesn?t mean you?re an expert. If this is your first time completing a project like this you should expect additional costs and a longer time frame than someone you hire might take.

If you are planning a home renovation, make sure you have some way to dispose of construction debris. Any major renovation project is going to result in a lot of debris and much of it will be substances that shouldn?t be mixed in with city trash. Plan ahead and you won?t be stuck with it.

Many models include storage features like drawers, hooks, and built-in cutting blocks.

If you are doing a home improvement project that involves demolition, slow down and take your time. It may be exciting to smash that wall open, but you could damage structural supports, plumbing, or electrical connections. The same is true of pulling down cabinets and other fixtures. Once you?ve demolished it, it can?t be put back, so pay attention to what you?re doing.

If you are having home repairs done by a contractor, one way to save money is to get multiple bids from several licensed contractors that are well established and highly recommended. Make sure that the bids you receive are written and contain fixed-price bids for the needed services. By conducting this type of comparison shopping, you can get quality work at the best possible pricing.

To create the appearance of depth in a narrow or otherwise constricted room, hang a large mirror on the wall. The mirror will reflect the wall across from it, providing the illusion of a deeper space. For an especially nice effect, hang the mirror across from a wall that is painted or papered in a coordinating-but-different color.

If your rooms are looking rough because of nicks and dents in your wall, then you should try putting toothpaste in the hole to patch it up. Toothpaste can fill small nicks easily and can keep your room looking great. This is a cheap alternative and a quick fix.

The Florida House of Representatives has been a term-limited state house since Florida voters approved Amendment 9 in 1992. Amendment 9 altered Article VI, section 4 of the Florida Constitution to impose a maximum of four 2-year terms on Florida State Representatives.

There are 120 representatives in the Florida House of Representatives. 12 of them, or 10%, are termed-out in 2012. Of these 12, 2 are Democratic and 10 are Republican.

In addition to the 12 Florida state representatives who are leaving office because of term limits, 10 Florida state senators are also termed-out.

As prescribed by law, the Florida Supreme Court approved a new House map on March 9, 2012. Pollster Jim Kane stated that Republicans are likely to hold majorities regardless of redistricting outcome, but not as substantial as in previous years.[4] Florida Democrats appeared to agree with that assessment, with one House Democratic consultant noting that retaking the chamber would happen over time rather than in one election cycle. An analysis by the Florida Chamber of Commerce showed a fluidity of a gain of one House seat by Republicans to a loss of five.[5]
