    Barely one-third of Seattle voters will take part in the primary to select the two finalists for mayor of the city, King County elections officials estimate. After analyzing past voting patterns, The Seattle Times concluded that the skimpy voting will be "dominated by older voters."     Banking on pot

    Five Washington Democrats and 13 other members of the U.S. House of Representatives have introduced a bill to ensure that pot businesses can use the U.S. banking system,?Joel Connelly reports on seattlepi.com. Without this measure, the sponsors fear, the businesses created by states' pot legalization measures might have to operate as cash-only businesses. It's called the Marijuana Business Access to Banking Act?? a name awkward enough to suggest that perhaps its chances of enactment may not be that good.

    Sheriff's shooting review policies

    A consultant's report released today says the King County Sheriff's Office needs better reviews of its deputies' use of firearms. The report was done in the wake of a 2012 shooting in which an unarmed man was shot 16 times by deputies looking for his roommate. The county recently paid $3 million to settle a claim of wrongful shooting in the case. Today's report finds that the officers involved in the shooting met the county's guidelines for use of force. (They thought he was reaching for a gun.) King County Sheriff John Urquhart?told KIRO-TV?that he is working on implementing the changes recommended by the report.?

    Bill Gates has put out his summer reading list. It's not light reading, starting off with Jared Diamond's "The World Until Yesterday: What Can We Learn from Traditional Societies?"     An Egyptian prosecutor has ordered the arrest of Muslim Brotherhood leader Mohamed Badie, MENA state agency reports. Badie was charged with inciting violent clashes outside the Republican Guard headquarters which left over 55 dead and hundreds injured.

    The arrest of other senior Brotherhood officials were also ordered, including Badie's deputy Mahmoud Ezzat, and party leaders Essam El-Erian and Mohamed El-Beltagi. Arrest warrants for seven others accused of inciting violence were also issued.

    A spokesman for the Islamic movement said none of the leaders have been arrested, describing the charges against them as an attempt to break up an ongoing vigil calling for the reinstatement of ousted President Mohamed Morsi.

    Gehad el-Haddad, a senior adviser to the Muslim Brotherhood, told RT the issuance of arrests warrants were part and parcel of a ?police state? colluding with a ?treasonous? judiciary to silence all voices oppose to the toppling of the democratically elected Morsi government.

    ?The [arrest] list includes 18 names, half of whom are from the Muslim Brotherhood.? The rest are different figures from around the society. You have nothing to tie them together except for the fact that they oppose the military coup,? he argues.

    He continued previously told Reuters that some of the wanted leaders were currently attending the protest. Thousands of Brotherhood followers have been holding a vigil near the mosque demanding the reinstatement of Morsi, whose government was toppled by the military last week.

    Early on Monday soldiers and police fired live ammunition and tear gas to disperse Morsi supporters who had gathered outside of the army?s Republican Guard headquarters in Cairo. Up to 55 people were killed in the clashes, with over 430 being injured, according to the Egypt?s Ministry of Health.

    The Egyptian army says it only moved in against the demonstrators after ?an armed group? attempted to storm the army headquarters. The further said one officer was killed and 42 soldiers were injured in the melee.

    On Wednesday, Amnesty International said it had evidence showing Egyptian security forces had used ?disproportionate force? to quell unrest outside the army headquarters on Monday, urging that the police and military be reined in to avoid ?disaster?

    "Despite claims by the military that protesters attacked first during clashes on Monday and that no women and children were injured, first-hand accounts collected by Amnesty International paint a very different picture," the group's deputy regional director Hassiba Hadj Sahraoui said in a statement.

    The group further pointed out that many of those killed and injured had been shot in the head and upper body with shotgun pellets and live ammunition.

    "Even if some protesters used violence, the response was disproportionate and led to the loss of life and injury among peaceful protesters," Sahraoui added.

    On Tuesday Egypt's military-backed interim President Adly Mansour appointed the economist Hazem el-Beblawi as prime minister in a bid to facilitate a speedy transition to civilian rule. The internationally recognized opposition leader, Mohamed ElBaradei, was also appointed vice-president.

    In an attempt to placate the Brotherhood, el-Beblawi said he would offer cabinet positions to members of the Muslim Brotherhood, as well as to members of the hardline Islamist Nour Party.

    "There is no objection at all to including members of those two parties in the government," a presidential spokesman said.

    The interim PM is expected to begin talks Wednesday on forming a cabinet.

    However, Mohamed Soudane, the Muslim Brotherhood?s political branch spokesman, said the movement had no intention of joining the new Egyptian government.

    ?We have opposed from the beginning what is happening in Egypt, how could we participate in the transitional government? It would be participating in a crime,? Soudane told France 24.

    Referencing the uprising that toppled former president Hosni Mubarak, he continued, ?The situation in Egypt is now worse than that which prevailed before the revolution of 25 January 2011.?

    Further complicating attempts at a peaceful transition, Egypt's main secular opposition coalition, The National Salvation Front (NSF), joined Islamists in rejecting Mansour's proposed timetable for revising the suspended constitution and holding both parliamentary and presidential elections.

    Signs Are Building That GOP Will Face A Significant Backlash Over Student Loan Debt

    Signs are multiplying that Republicans in Congress are headed for trouble because of their refusal to keep college debt low. First of all, the Oregon legislature?unanimously passed a bill authorizing a ?pay-it-forward? plan under which students would not pay tuition while attending any of the seven state universities, but would commit 3% of their future earnings for 24 years to repaying the state?thus providing funds to continue the program.

    The success of the initiative is due to a push from students at Portland State University who had a hand in developing it. Students at University of California Riverside have made a similar proposal called the UC Student Investment Proposal, which would let California students enroll with no fees if they pay 5% of their future earnings for 20 years.

    Clearly, young people are driving the momentum to find ways around the mountainous student loan debt that currently accrues, and which is getting no relief from Congress. However, the issue has already been seized upon in a race for the U.S. Senate?a foretaste of what is to come in 2014 and beyond.

    Cory Booker, mayor of Newark, NJ, is running for the Senate in a special election. The death of Senator Frank Lautenberg created a vacancy that will be filled through an election in October. On Monday, Booker released a 15 page report?on ending child poverty in America that includes a plan for the U.S. government to make a college education affordable. He wrote:

    Congress must reverse its recent failure to keep federal student loan rates from doubling and make post-secondary education more affordable.

    He then proposed a plan for households that use the Earned Income Tax Credit to have tuition trust accounts set up for their children to which the government would deposit $400 per child, per year, with the possibility of supplemental funds being deposited from other sources.

    Of course, we don?t have a Congress that?s going to come close to adopting such a proposal to address college costs. But the point is that the issue is arising now, reform is being demanded by the young as well as their parents, and it will continue to take on significance as the 2014 and 2016 elections grow nearer.

    Booker is in an excellent position to push hard on the issue. He has a commanding lead over the other Democratic candidates in the state?s primary. A Quinnipiac University?poll released Tuesday shows he has 52% of the vote in a four-way race. The same poll shows he holds a strong lead in the general election, 53% to 30%, over the likely Republican candidate, Steve Lonegan.

    Booker and the nation?s students are laying a foundation. Senator Elizabeth Warren, too, has made an innovative proposal to bring relief to students, though it has yet to gain traction. Still, momentum is something that builds. There is hope that, for those seeking a higher education, help is on the way.
